The AMS Agency is an international organization. It appears to deal with zombie-related infestations, as shown in The House of the Dead: Overkill and after the Curien incident. Its true purpose is never stated, however, but it appears to be outside of other US Government organizations and/or jurisdiction (for example, when G confronts Papa Caesar, he specifically places him under "AMS Arrest", though this may just be an example of the purposely bad writing).
By 2019, following a world-wide outbreak of zombies, the AMS Agency was dissolved. However, former agent Thomas Rogan forms a paramilitary group to combat the undead threat that roams the world. However, G and Lisa Rogan are seen riding a car with AMS sign on it.
The Zombie Revenge instruction manual claims that the AMS is an American agency, this was later verified in Overkill, revealing that it was active during the 1950s being involved in the secrecy of the experimental "Formula X" that was originally intended to be used in "OPERATION OVERKILL".

Trivia
- The AMS Agency's name may be a promotion to Sega, as the company that made The House of the Dead series was called "Sega AMS".
- The House of the Dead's Sega Saturn manual mentioned an AMS Director, who claims to have some experience on Dunwich and the Miskatonic delta.
- Overkill also mentioned an AMS Director as well, though it is unknown if they are the same individual.
